OOC- SR3 Newest Custom Firearm Rules

After posting the previous version of the SR3 Custom Firearm Rules, I noticed many errors and some of the rules made me scratch may head. So, I changed them and here is the result. The two firearms I designed using the old rules will be updated to reflect the new rules.
